When I went to the waterfalls, I booked Bali transfers by the hour on the gettransfer website. It was inexpensive for me, only $25 per hour. You can go to their website yourself, enter the desired route, and check the prices. So far, this is the only service I have found where you can book a taxi by the hour in Bali. Unless you find a local taxi driver who will take you there, but I think the prices on this website are quite low, and most importantly, the drivers have ratings and real reviews.
